Challenge
The CRITIC Reporting process is followed by all branches of the U.S. military and defense organizations to report critical information concerning possible threats to U.S. national security that are so significant that they require the immediate attention of the President and the National Security Council. (These may include decisions, intentions, or actions of foreign governments, organizations, or individuals that could imminently and materially jeopardize vital U.S. policy, economic, information system, critical infrastructure, cyberspace, or military interests.) Mission leaders asked the National Cryptologic University to revise and redevelop a 10+ year-old e-learning for the reporting process to be shared across military and intelligence communities, in accordance with Intelligence Community Directive 190.
My Role
As a Senior Instructional Designer with the NCU, I was tasked to work with military and civilian mission stakeholders (some transitioning in and out) and the CRITIC reporting team to propose a revised and more effective e-learning for the NSA workforce and those in the IC who did not have formal training.
Action(s)
I worked closely with stakeholders and the team to observe and document the current reporting process, enable review of materials, and establish new performance objectives. I designed a Storyline template for review/approval, storyboarded and developed content/scenarios and interactions, wrote assessment, and sourced photos and voiceover narration for the course. Upon approval, I developed a nine-module self-directed e-learning in Storyline 3 with proper classification to current protocols, including review cycles and quality assurance of the SCORM deliverables.
Result(s)
The resulting course was released across all military training networks to ensure compliance with current protocols and enable simulated practice with the reporting tool before using the sandbox tool.
